Standardized Testing Under Government Scrutiny: What Tutors Need to Know Now

Like many of you, I'm finding it challenging to keep up with the rapid changes in state and federal policies. Each day brings a new issue demanding our attention. Honestly, it’s exhausting. It’s very tempting to tune out to preserve our sanity, only too many of these issues directly affect our daily lives. This is especially true for us, as one of these developments directly impacts the test-prep world, with significant implications for educators and students alike.

Specifically, recent actions by the U.S. Department of Education have placed standardized testing and college admissions under intense scrutiny. While the debate over the merits and purpose of standardized testing is not exactly new, the government’s most recent involvement is. Let's break down the Department of Education's most recent concerns and examine how these potential threats and shifts might affect testing policies, test prep, and overall college readiness.

Government Scrutiny and DEI Concerns

The Department of Education, under the Trump administration, has initiated investigations into over 2,100 colleges with test-optional policies. The core concern revolves around whether these policies are being used as proxies for race-based preferences, which the administration aims to eliminate. This stance has reignited debates about the role of standardized tests in promoting or hindering diversity, equity, and inclusion (DEI). The Department of Education, under the Trump administration, expressed concerns that test-optional policies may mask discriminatory practices, leading to potential violations of civil rights laws. This perspective is rooted in the belief that standardized tests offer an objective measure of academic merit, countering the argument that these tests perpetuate racial and socioeconomic disparities.

Potential Shifts in College Admissions Policies

In recent years, we’ve seen the gradual shift from test-optional to reinstated testing mandates by schools like Ohio State, MIT, Cornell, Georgetown, Perdue, and Dartmouth. These schools have reversed the policies that were put in place to help applicants during the COVID-19 pandemic since many students were unable to test due to lockdowns and test center cancellations.

These current investigations by the DOE, however, are threatening schools that either have yet to reverse their test-optional policies or have made it clear that their test-optional policies are here to stay. 

While some colleges have taken a firm stand and made their test-optional policies permanent (see the University of Vermont’s statement here), we will undoubtedly see that colleges facing federal scrutiny may reconsider their test-optional policies to avoid legal challenges. This mass shift could lead to:

  • Reinstatement of Testing Requirements: The threat of investigations may be enough for some institutions to revert to requiring ACT or SAT scores for all or most applicants, scrapping their test-optional policies.

  • Increased Emphasis on Test Scores: Even if policies remain test-optional, colleges may place greater weight on standardized test scores in their evaluation process. I imagine it will significantly alter how colleges assess and admit students.

  • Varied Responses: Colleges will respond differently to federal pressures. Some will fight back and others will change their policies, but it won’t happen uniformly. This will, no doubt, cause much confusion for students applying to more than one school.

Implications for Students and Test Prep

Much of what we already do to prep our clients will remain the same, with a bump in emphasizing the importance of test scores for college admissions. Not only do we need to make sure we keep tabs on the latest updates on standardized testing, but we can help our clients navigate these issues by: 

  • Advising Clients to Stay Updated on College Policies: Your students should research and monitor the admissions policies of their target colleges since colleges are beginning to respond to these government threats and investigations.

  • Addressing Student Anxiety: Acknowledge and address the potential stress caused by these uncertainties, providing guidance and support to your students and their families.

  • Expanding Skill Focus: Continue to stress the importance of the skills that the ACT and SAT are based on, and how these skills relate to college success. Strong academics remain essential, regardless of testing policies.

The recent scrutiny of test-optional policies by the Trump administration’s DOE has the potential to reshape college admissions, very similar to what we experienced in response to the COVID-19 pandemic. While some colleges will push back and solidify their test-optional stances, the threat of federal investigations will inevitably cause others to reinstate or place greater emphasis on standardized test scores. This variability in institutional responses will undoubtedly create a more complex and potentially confusing application process for students.

By staying informed and providing clear, consistent guidance, you can help your students navigate these shifting testing policies and keep moving them toward their educational goals.
